"Thy way is in the sea, and thy path in the great waters, and thy footstep are not known."
Though God is holy, just, and good, in all he does, yet we cannot give an account of the reasons of his proceedings, nor make any certain judgment of his designs: His path is in the great waters and his footsteps are not known, v. 19. God's ways are like the deep waters which cannot be fathomed (Ps. 36:6), like the way of a ship in the sea, which cannot be tracked, Prov. 30:18, 19. God's proceedings are always to be acquiesced in, but cannot always be accounted for. (Matthew Henry)
